Measurements of mobile phone radiation

The Radiation and Nuclear Safety Authority (STUK) conducts market surveillance testing of mobile phones and other devices exposing the general public to radiofrequency radiation. Market surveillance tests are carried out on devices found on the market to check that the exposure caused by the devices does not exceed safe limits.

The manufacturer, importer or, ultimately, the distributor, is responsible for the safety of the sold product. The manufacturer must carry out conformity assessment before placing the product on the market and is held accountable for ensuring that the product complies with relevant requirements.

Specific Absorption Rate (SAR) describes the rate at which radiofrequency energy is absorbed per unit mass by a human body. In compliance assessment of mobile phones and other devices emitting radiofrequency radiation, SAR is used as a measure of the exposure caused by the device. The local SAR limit values are 2 W/kg for the head and trunk and 4 W/kg for limbs as set in the Decree 1045/2018 of the Ministry of Social Affairs and Health. The limit values include a considerable safety margin to the exposure level known to produce adverse health effect in humans.

Mobile phone manufacturers are required to measure the SAR of all models and to ensure that the limit values are not exceeded. The SAR values for new mobile phones are available on the manufacturer's website or in the user manual of the device.

STUK has carried out market surveillance testing on mobile phones since 2003 and on other devices since 2013. Measured SAR values for the tested devices are listed in the table below. The SAR measurement for devices used next to the ear is performed in accordance to the standard EN/IEC 62209-1. Devices intended for use in proximity of the human body are tested according to EN/IEC 62209-2.

During the SAR measurement, the device under test is set to transmit at full power and the measurement is performed in different operating positions. Setting the device to transmit at full power produces a worst-case scenario considering the exposure of the user to the radiofrequency energy emitted by the device. Under actual operating conditions mobile devices rarely transmit at full power. Instead, the devices adjust the transmit power based on the signal reception.
