Legislation

The Nuclear Energy Act and Decree regulate the use of nuclear energy. The Act has been thoroughly renewed in 1987. The Nuclear Energy Decree has been renewed in 1988. The Radiation Act and Decree were renewed in 1991. As seen from the international aspect, the Finnish legislation is modern and comprehensive.

The nuclear energy legislation makes demands for general safety principles of the use of nuclear energy, licensing procedures of nuclear power plants, regulatory control of safety, and nuclear waste management, among other things.

The radiation legislation makes demands for the general safety principles of the use of radiation, licence system, radiant devices, use of radioactive materials, requirements of radiation work, and for the regulatory control of safety, among other things.

According to the section 81 of the Nuclear Energy Act, the Government may issue the general regulations concerning the following aspects of the use of nuclear energy:

  1. safety
  2. physical protection and emergency planning, or
  3. rescue service arrangements and how the holder of a licence, as referred to in the Nuclear Energy Act, must participate in them.

STUK has to draw up proposals for the regulations referred to in the points 1 and 2. Before submitting the proposals to the Ministry of Trade and Industry, STUK must consult the authorities as provided for by decree.
