Prevention of illicit trafficking
After the break up of the Soviet Union, the illicit trafficking of radioactive and nuclear substances increased. Although the situation appears to have calmed down, there is still a threat from smuggling. The events of September 11, 2001, show that terrorism finds and uses new ways of actions. The operations could be for example spreading of radioactive substances to the environment by using conventional explosives (dirty bomb), or even the use of a nuclear explosive.
Not a single case having nuclear proliferation significance has been found in Finland. Incidents have mostly been found to be fraudulent attempts. In Finland there has been one case of an attempted smuggling of radioactive substances, which led to court proceedings and subsequent penalties.
