Nuclear Safety Convention

Finland signed on 20 September 1994 the Convention on Nuclear Safety which was adopted on 17 June 1994 in the Vienna Diplomatic Conference. The Convention was ratified on 5 January 1996, and it came into force in Finland on 24 October 1996.

In the 1st Finnish report, 1998, the implementation of each of the Articles 4 and 6 to 19 of the Convention was separately evaluated. Based on the evaluation it was concluded that

  • the Finnish nuclear and radiation regulations fulfil the obligations of the Convention
  • the Finnish regulatory infrastructure is in compliance with the Convention obligations
  • the regulatory and licensee practices comply with the Convention obligations
  • there are issues requiring further measures to enhance safety; main issues were discussed in the report.

It was concluded, that Finland has implemented the obligations of the Convention and also the objectives of the Convention were complied with.

  • Safety review report in compliance with the General Regulations for the Safety of Nuclear Power Plants (395/1991), the Olkiluoto plant
  • Answers to written questions of other Contracting Parties on the 1st Finnish report
  • Summary report (on IAEA / Worldatom server) of the first Review Meeting of the Contracting Parties
  • Activities launched in Finland to respond on the recommendations and based on other findings during the review process

The Finnish national policy is to comply continuously with the objectives and obligations of the Convention. This conclusion is also presented in the second national report of Finland.
