Following the decision-in-principle, the party in charge of the project must apply for and be granted the Government’s licence to construct the nuclear facility.

In connection with the construction licence, the applicant is required to show that the project meets the preconditions for the licence provided for by law. The conditions for granting a construction licence are provided for by section 18 and section 19 of the Nuclear Energy Act.

STUK provides a statement on the application for a construction licence, accompanied by the safety assessment. When preparing the safety assessment, STUK requests the Advisory Committee on Nuclear Safety and, if necessary, other specialist organisations to provide statements on the assessment. STUK’s safety assessment includes an opinion on whether the requirements provided for by legislation are met with regard to matters that fall within the scope of STUK’s purview.
