International reviews of STUK’s operations

The IRRS review emphasizes the importance of STUK’s independence

The Integrated Regulatory Review Service (IRRS) by the International Atomic Energy Association (IAEA) focuses mostly on supervision activities and accident preparedness of authorities.  An IRRS review was conducted in Finland in autumn 2012.

The review team stated that STUK is a competent, plausible and openly operating authority. The review team also stated that STUK seeks to actively promote the distribution of information on regulatory control both domestically and internationally. One of the suggestions of the group was that STUK’s position as an authority independent of politicians should be phrased more clearly in the Finnish legislation.

An international team of experts is evaluating Finland’s nuclear safety

In the summer of 2009, an international IPPAS team evaluated Finland’s nuclear safety and safety arrangements. IPPAS (International Physical Protection Advisory Service) is an evaluation programme arranged by the IAEA. The group conducted a follow-up evaluation between on 16–27 April 2012.

The key recommendations of the 2009 evaluation concerned the development of nuclear energy legislation towards better security of confidential information, definition of the threats that form the basis of design principles for nuclear energy and radiation security and the increase of security resources at STUK. The 2012 review states that the recommendations have been implemented well.

Finland manages its nuclear waste well

In November 2009, the radiation and safety authorities of nine EU countries, the European Commission and Switzerland evaluated STUK’s operations concerning the monitoring of Finland’s nuclear waste management. This was the first pan-European evaluation of its kind. The evaluation suggested a number of recommendations for developing the Finnish monitoring system even further and identified best practices to recommend to other EU countries.
