STUK: No impediment to the extension of the decision-in-principle for Olkiluoto 4 based on nuclear safety

The Radiation and Nuclear Safety Authority (STUK) notes in its statement to the Ministry of Employment and the Economy that the preliminary safety assessment conducted in 2009 for Teollisuuden voima (TVO) Olkiluoto 4 project is still valid.

The review of the preliminary safety assessment became necessary with TVO’s application to the Ministry of Employment and the Economy for an extension to the application period for the license to construct a nuclear power plant. According to the decision-in-principle, the application should be submitted by the end of June 2015.

In its statement made upon request by the Ministry, STUK notes that from the perspective of nuclear safety, there is no impediment for granting an extension for the application period. If an extension of the application period for the license to build a nuclear power plant is granted, it is STUK’s view that this additional time can be used beneficially to develop the safety aspects of the selected power plant type, to carry out further investigations on the plant site and to improve TVO’s expertise and management system.

It is noted in the preliminary safety assessment that each of the nuclear power plant alternatives proposed by TVO could be planned and constructed on a site in Olkiluoto, Eurajoki, complying the Finnish safety requirements. None of the presented alternatives as such meet the Finnish requirements, but it is STUK’s view that the nuclear power plant options can be made to comply with the new nuclear and radiation safety regulations.

The amended schedule for Olkiluoto 4 would also not affect the preliminary safety assessment on the repository for the final disposal of reactor waste

The Ministry of Employment and the Economy has also requested an assessment from STUK on whether the possible amendment to the schedule of the Olkiluoto 4 project will affect the validity of the preliminary safety assessment of the extension to the repository of reactor waste.

STUK has stated in its preliminary safety assessment of 2009 that the encapsulation and repository plants for spent nuclear fuel as proposed by Posiva Oy can be constructed in compliance with Finnish safety regulations also in a situation where the spent nuclear fuel produced by Olkiluoto 4 unit were processed and disposed of on the site.  

Posiva has stated in its application for the decision-in-principle that the final disposal of the spent nuclear fuel from Olkiluoto 3 and Olkiluoto 4 would commence in the 2070s. According to STUK, a minor amendment to the schedule has no relevance from the safety perspective.
