Spectral Nuclide Information Technology for Counterterrorism and Hazmat units (SNITCH)

Aim of the study

SNITCH is an informant having Spectral Nuclide Identification Technology for Counterterrorist and Hazmat units. SNITCH is intended for detecting criminal use of radionuclides at major public events and political meetings. SNITCH secures critical venues in cost-effective manner. End-users of SNITCH are law enforcement agencies - nationally and internationally.

Implementation

Integrated radionuclide detection capability is built, based on mobile monitoring, efficient data communication and data management, including automated data exchange from database to database via the Internet. SNITCH transfers the alarms and the key analysis results immediately to Command and Control for alarm handling. This gives timely response capability for law enforcement against unauthorized or criminal actions related to nuclear or other radioactive materials. The project is carried out between STUK and the Counterterrorist unit operating in Helsinki area.

The major deliverables are:

  1. documented concept on mobile team monitoring,

  2. demonstration of functional prototype which will be used by the Finnish law enforcement in their field missions,

  3. a proposal on formats and protocols (XML) for exchange of radionuclide data and analysis results between European law enforcement agencies,

  4. software for data exchange (database and I/O tools) between EU agencies and

  5. a training package, including a pilot course, for law enforcement on mobile radionuclide search and survey.

Project receives financial support from the European Commission - Directorate-General Justice, Freedom and Security within the Prevention of and Fight Against Crime Programme 2007.

Dissemination and exploitation of the results

The final event takes place in Brussels where the final report of the project is delivered to the Commission and presentations of the project achievements are made; the operation of SNITCH is demonstrated.
