Real-time GIS exploitation and common use of spatial data between authorities in the case of nuclear accident in Finnish Lapland

Aim of the study

Decision support system for off-site emergency management (RODOS) has been developed for operative software for managing, analysing and modelling radiological data in case of a nuclear accident. The objective of this study is to summarise spatial data used in emergency preparedness exercises in the provinces of Lapland and Oulu 2000-2004. The aim is to harmonise the spatial data managed by different organisations and this way obtain better efficiency in decision making both in local and regional scale.  

Implementation       

First, a definition of the spatial data was done in case of a nuclear accident. Data management inside organisations and connections between authorities were studied in the pre-project. Technical questions concerning methodology and usability were observed in the implementation process. Future task is to fit the environmental data to the Northern food-chain model, such as lichen-reindeer-man, and furthermore to process this information into proper countermeasures in case of a nuclear accident.
