Nuclear safety regulation
Updated 21/07/2009

The objects of nuclear safety regulation are nuclear power plants, nuclear materials and nuclear waste. Nuclear safety regulation is based on the Nuclear Energy Act (990/1987). STUK formulates the detailed safety requirements concerning the use of nuclear energy. As an independent regulator STUK ascertains that the nuclear power plants produce energy according to the requirements.

In Finland there are four nuclear power plant units, two in Loviisa and two in Olkiluoto. The Otaniemi research reactor of the Technical Research Centre of Finland in Espoo is also under the regulation of STUK. The main objective of the regulation of power plants is to ensure that the reactor is under control in all conditions.

The purpose of nuclear material safeguards is to prevent the illicit use of nuclear materials and any damage directed at them. Nuclear materials are safeguarded in co-operation with the International Atomic Energy Agency (IAEA) and the Euratom of the EC.

The final disposal of spent fuel has been researched in Finland for almost twenty years. STUK's role in this work is to assess the quality, comprehensiveness and results of the research programmes. The objective is to permanently isolate high-level waste from the biosphere
