STUK gave a statement on the EIA report on Loviisa 3

The new nuclear power plant planned for construction in Loviisa would not compromise environmental radiation safety during normal operation says the Finnish Radiation and Nuclear Safety Authority (STUK) in a statement on the environmental impact assessment  report (the EIA report) on the facility. Eutrophication of the sea area adjacent to the facility gives cause for reflection, however.

Fortum Power and Heat Oy is planning to build a new 1,000-1,800 megawatt power plant unit in Hästholmen island. STUK on Friday, 13 July, submitted to the Ministry of Employment and the Economy a statement on the EIA report.

In its statement STUK evaluated the way in which the report deals with the processing of radioactive releases, environmental radiation monitoring and radiation status as well as the impact of a release occurring during a severe accident. The statement also addresses the intake and discharge of cooling water, and nuclear waste management.

Experience shows that Finnish nuclear power plants do not compromise environmental radiation safety. Releases from them to the environment are substantially below set limits. As regards the new nuclear power plant units, the situation can justifiably be expected to not deteriorate from this.

The cooling waters of the new facility affect the environment, however. In Loviisa, eutrophication of Hästholmsfjärden Bay gives cause for reflection. To avoid it, STUK states, the cooling water discharge pipe of the new power plant should extend beyond Hästholmsfjärden.

The EIA procedure is subordinate to environmental legislation. STUK will make radiation and nuclear safety related assessments if the project proceeds to the decision-in-principle consideration phase in accordance with the Nuclear Energy Act and, thereafter, to the construction licence phase. STUK will then make a preliminary safety assessment with a view to the decision-in-principle. An actual safety assessment for the plant project will be made after the prospective decision-in-principle has been made and those responsible for the project file an application for a construction licence, submitting the relevant detailed plans and descriptions.
