STUK’s operations receive funding from three sources: the state budget, regulatory fees, and revenues from expert services and jointly funded research projects. State budget funding is expected to develop in line with rising expenses. Regulatory measures are planned so that the costs do not increase more than wages and other expenses, unless justified due to increased tasks. The key to STUK’s success is competence; expertise arising from versatile work. Versatile operations constitute a strategic strength in this sense as well. STUK’s personnel have the chance to learn in interactive environments: to obtain practical experience in regulatory duties and service projects, as well as to increase its know-how in conducting or guiding research work and participating development tasks. All staff members are encouraged to develop operations and competence. The guidelines in quality manuals present systematic procedures that, if followed, lead to each process working as planned. Internal communication is utilised to increase the community spirit in STUK and decrease cultural differences between units. The reputation of STUK as an interesting workplace will be strengthened. In addition to career development in the supervisor and manager duties, an opportunity to develop as a world class expert is provided. An important theme to ensure well-being of staff, a proper workload of each employee is emphasised. Employees are encouraged to take care of their mental and physical health. Support and various opportunities will also be offered for this purpose. Enhancing electronic communicationInformation management and communication technologies will be integrated during the strategy period. Technology use will be increasingly developed through governmental guidance. STUK’s information management unit adapts the state-level policies and STUK’s own needs to provide effective and user-friendly services. Electronic communication will be enhanced. At the end of the strategy period, electronic operations will be the main channel for customer contacts. The document control system will be developed to include electronic archive. Support for electronic information acquisition will be offered to replace traditional library services. Controlled generation changeSTUK participates in the productivity development projects under way in its administrative field. The Government has set goals for reducing government personnel during the strategy period. On the other hand, increased demand can be seen for STUK’s services funded outside the government budget. STUK looks after its reputation as a good employer and offers opportunities to students for summer jobs and for making their thesis at STUK. A number of experienced STUK experts will retire in the strategy period. So far new recruits have been successful: radiation and nuclear safety work interests the new generation. One of the main tasks in the strategy period is to deal with the generation change by fostering active contacts with universities, offering challenging tasks and competitive terms of employment and ensuring that accumulated experience is transferred to the younger generation as mental capital.
