Regulatory authorities related to the use of ionising radiation and other practices

Provisions concerning radiation devices which produce ionising radiation and the use of radiation sources are given in the Radiation Act (592/1991), the Radiation Decree (1512/1991) and regulations and instructions based on these. Radiation practices and its safety are also bound by International agreements relating to radiation safety and and the EC legislation.

As a subordinate of the Ministry of Social Affairs and Health, STUK is responsible for ensuring that radiation safety and regulations based on the Radiation Act are upheld. STUK gives general instructions (ST Guides) for radiation safety based on radiation legislation. STUK also acts as a regulatory body as part of the EURATOM treaty, in accordance with section 2a of the Radiation Decree.

In accordance with the Radiation Act, the use of radiation requires a safety licence issued by STUK, unless the practice is specifically exempted. STUK is responsible for the regulatory control of the use of radiation and inspects the places where radiation is used.
